Redistricting Commissioner Districts in Valley County

DESCRIPTION
Previously approved Commissioner District Boundaries showed around 50.00% of the Total Population and Voter-Age Population being contained in the Donnelly Commissioner District with the remaining populations being divided up almost evenly between Cascade and McCall Districts, per 2020 Census Bureau redistricting data. Alterations were made to the boundaries to grant population centers to both McCall and Cascade Districts from the Donnelly District. These alterations considered: 
  • Total Population Counts
  • Minority Communities
  • Voter-Age Population Counts
  • Communities of Interest
  • Compactness
  • Contiguity
  • Partisan Fairness
GIS Analyses were completed using the 2020 Census Bureau redistricting data and Draft Commissioner Boundaries, showing a more even distribution of Total Population and Voter-Age Population occurring within each District. A 2.0% difference is found between the smallest (Cascade) and largest (McCall/Donnelly) Total Population counts while only a 1.0% difference is found between the smallest (Donnelly/Cascade) and largest (McCall) Voter-Age Population Counts. These small differences fall within the accepted variances that can occur during political redistricting processes.

Block level 2020 Decennial Census redistricting data was used, as reported by the U.S. Census Bureau for the state of Idaho. Attributes included for each block come from the 2020 Public Law 94-171 (P.L. 94-171) tables. Public Law 94-171 was enacted by Congress in 1975 and mandates that the Census Bureau provide the data necessary for political redistricting.

Because a spatial representation was unavailable for Payette Lake Low-Water, a (-10) foot buffer was created from the Payette Lake Boundary shapefile as a proxy. Payette Lake low-water mark is referred to in the legal description for Commissioner District No. 2 (McCall).
