Service Description: The development pipeline data supports growth management by examining how and where the city has grown since 2014. Issued building permit and active development application data are two key inputs for tracking and understanding development-related growth. Issued building permits indicate developments that are approved to proceed to construction, while active development applications reflect projects that are under review and may be approved in the future.
For growth management purposes, the active development applications dataset includes all active development applications as of December 31, 2025. Where multiple active development applications exist for the same development, only the most recent application is represented, resulting in a single record per development and preventing double counting of proposed residential units and/or non-residential gross floor area (GFA).
