Description:

The Administrative layer identifies if a road is restricted from public travel, such as service-only roads or roads blocked by a barrier, such as a gate. This layer includes roads used for travel around parking lots and non-passable roads (such as roads that require four-wheel drive), and centerlines that are not actually a road. The majority of the roads in HPMS are identified as non-administrative, meaning they are open to public travel. Any other value would identify them as restricted roads, which are not included in the Certified Public Mileage calculation.

Reported Extent: All principal arterials (functional system 1-3) and sample panel sections. Sample panel sections are any roadways, or parts of roadways, that were identified by the Federal Highway Administration (FHWA) as requiring additional data to be reported in the 2024 HPMS report. Values may be available for other roads but are not actively maintained.
