This event layer captures when the old pavement was removed and replaced with a new surface pavement layer. If the surface pavement was repaired or improved but not replaced, the construction project date would be captured in the Year of Last Improvement event layer.

Reported Extent: All paved sample panel sections. Sample panel sections are any roadways, or parts of roadways, that were identified by the Federal Highway Administration (FHWA) as requiring additional data to be reported in the 2023 HPMS report. Values may be available for other roadways.
