Description: Number_households_in_fuel_poverty (A) is compared with the No_of_[Retrofit]_Upgrades_Needed, i.e. no. of domestic buildings with a retrofit measure needed (roof in this case) (B). If A<B, then Low_Regret_Numbers_[Retrofit]_Upgrades, i.e. low regret number is A. If A>B, then the low regret number is B.
Note:
Fuel_Poor_[Retrofit]_Upgrades_Needed (C) is also provided to indicate the actual number of fuel poor households that need the retrofit measure and could have been used in determining the low regret number.
Number_households_in_fuel_poverty is regardless of whether the homes have existing upgrades or not. As such, they might all not need upgrades.
Considering it may be quite challenging to identify accurately and target realistically which fuel poor homes and where needs the retrofit measure, and especially as fuel poor household considerations may change over the course of the project, low regret number will be kept at the comparison between A and B, and not B and C.
