About the Freight Performance Measures 


The VTrans Freight Element is a component of VTrans and serves as the Commonwealth’s state freight plan in accordance with 49 U.S.C. 70202 FAST Act State Freight Plans.  The Commonwealth of Virginia and all Virginians benefit from improvements in freight flows through greater efficiency and reduced congestion on major highways and streets. More efficient freight movement means lower transportation costs for industries and businesses that depend on freight transportation, helping them (and Virginia’s economy) to grow and prosper, which makes Virginia a more attractive place to live and do business.


Several performance measures, ranging from truck-related congestion, reliability, safety and commodity flows, have been developed and used to identify locations with issues that may directly or indirectly impact the flow of freight ewithin and through the Commonwealth.  This feature layer displays these freight performance measures.

Attribute Name Alias Description
Need_Segment_ID Need Segment ID This field contains a six-digit unique Identifying number for each directional segment as included in the layer 2019 VTrans Mid-term Needs (Segments).
Master_Need_Segment_ID Master Segment Id This field contains a unique Identifying number that can be used to refer to a particular directional segment. This identifier is based on the six-digit unique identifying number included in the layer 2019 VTrans Mid-term Needs (Segments). New segments are either added because a previous segment was further subdivided or one that is assigned a transportation need that was previously assigned to a node in the layer - 2019 VTrans Mid-term Needs (Nodes).
