Service Description: This tool was developed by the Whitehouse Council on Environmental Quality to assess the degree to which census tracts are disadvantaged, using factors reflecting Climate, Energy, Health, Housing, Transportation, Pollution, Water, and Employment. An assessment of "Disadvantaged" or "Partially Disadvantaged" indicates the community in a given census tract is above the threshold for some combination of the factors above.
