Description: <p>This layer is a modified version of the 1:24K USGS DLG-derived political boundaries datalayer provided by NH Granit. Subtle deviations in the linework between this layer and Granit's reflect, 1) NRPC's adoption MassGIS's representation of the state boundary between New Hampshire and Massachusetts using survey points, and, 2) areas where town-originated digital parcel data overlapped, in which case the placement of the town boundary is at the estimated midpoint of the overlap, and the digital parcels were then edge-matched accordingly. </p><p>More significant discrepancies reflect NRPC's corrections of the town boundaries along two key areas: <br>• The northern border between Pelham and Hudson: NRPC's depiction agrees with local perambulation records and was reaffirmed through the Towns' joint submission to the U.S. Census Boundary Annexation Survey in 2017. <br>• The Summer Street area between Milford and Amherst: NRPC's data reflects the outcome of NH Legislation, HB 1248 (2006), which transferred a portion of territory from Amherst to Milford. </p><p>Lastly, it should be noted that NRPC's mapping of the entire western border of Lyndeborough along Greenfield and Temple reflects the definition of the town line according to the town's digital parcels provided to NRPC by Cartographic Associates in 2015. Description: The NPRC parcel datalayer contains property (land lot) boundaries and select attributes about each property. NRPC compiled this information over many years from various sources including original tax maps that were subsequently georeferenced and digitized by the Commission. As such, the data is suitable for tax assessment purposes but is not survey-quality.The datalayer contains discrete, non-overlapping polygons. Non-contiguous lot areas are modelled as multi-part polygons. Public rights-of-way and water bodies are stored as non-numbered lots to void the creation of null voids in the parcel fabric. Parcels are edge-matched along town borders. Along the MA state border parcels conform to the Towns from Survey Points datalayer available from MassGIS; in most other cases the parcels are matched to the 1:24K town border datalayer (pba) derived from USGS topo maps and available from NH Granit. In cases where GIS parcel information did not conform to the USGS town boundary linework, NRPC interpreted tax map geography and dimensions and mapped parcel boundaries accordingly.Over time, NRPC has maintained this database by monitoring the Hillsborough County Registry of Deeds online database for recordings related to subdivisions, lot mergers, and lot line revisions. NRPC has maintained a very high match rate between the parcel database and corresponding assessing records. The cardinality between parcels and assessing records is 1:M; the normalized data herein is therefore published in an ESRI relationship class. In some cases, the NRPC edit may precede the corresponding update on the municipal property record card. For this reason, some parcels may not yet have a matching assessing record, or the parcel attributes may not be exactly consistent with the assessing record. Description: <div style="text-align:Left;"><div><div><p style="margin:0;"><span style="font-size:12pt;">This GIS datalayer is a derivation of the </span><a target="_blank" href="https://ftp.granit.unh.edu/resourcelibrary/GRANITresources/standards/ConservationLandsStandard.pdf"><span style="font-size:12pt;"><u>NH Conserved/Public Lands attribute model</u></span></a><span style="font-size:12pt;"> published by NH Granit. In 2014 NRPC began with that statewide dataset and refined the geography of those polygons to coincide with the NRPC parcel dataset. From there, NRPC mapped approximately 400 additional conserved land tracts based upon input from the area's conservation commissions. Using the Hillsborough County Registry of Deeds online database, the NRPC conducted extensive deed research to determine key attributes such as primary protection mechanism(s), managing agency, etc.</span></p><p style="margin:0;"> </p><p style="margin:0;"><span style="font-size:12pt;">Relative to parcels, conservation tracts are not 1 for 1. In other words, tracts often cover more than one parcel, some parcels have more than one tract, and non-contiguous areas can be modelled as muti-part polygons.</span></p><p style="margin:0;"> </p><p style="margin:0;"><span style="font-size:12pt;">NRPC has added two new protection mechanisms Granit's standard list:</span></p><ul><li><span style="font-size:12pt;"><strong>Town Forests </strong>have a special definition in State Law and must be voted as a town forest at Town meeting</span></li><li><span style="font-size:12pt;"><strong>Set-Aside Open Space Area of Development: </strong>A portion of a development site that is permanently set aside for public or private use</span></li></ul><p style="margin:0;"> </p><p style="margin:0;"><span style="font-size:12pt;">NRPC has added the <strong>PROP_TYPE </strong>attribute, which is is NRPC's “plain language” categorization of the land tract, i.e. what is its major defining characteristic or function. In these areas the data are likely to have originated via photogrammetry.</span></p><p><span>Approximately one-half of the buildings in the Town of Pelham were acquired through a download from OpenStreetMap in Spring of 2014; The origins of these footprints is unknown, but there is a high degree of agreement between these features and buildings as visible on aerial imagery.</span></p><p><span>For coverage in all other areas, features were created in-house in 2013 using heads-up digitizing against 2010 6-inch or 1-ft aerial imagery distributed by GRANIT. Wherever possible, buildings were created with 90 degree building corners.</span></p><p><span>The NRPC buildings datalayer contains attributes to support the thematic display of certain building types. Within the Building Use Code field NRPC has identified buildings housing town-level functions, e.g. town halls, police, fire, public schools, etc. These data were developed over time by NRPC in conjunction with member communities.</span></p><p><span>In 2015 NRPC received grant support from the US Department of Transportation Pipeline and Hazardous Materials Safety Administration (USDOT PHMSA) to map so-called "identified sites" in the region which are locations with large or hard-to-evacuate populations. Under this grant, NRPC confirmed its existing inventory of public schools, and also added private and charter schools in the region according to an </span><a target="_blank" href="https://my.doe.nh.gov/Profiles/PublicReports/PublicReports.aspx?ReportName=SchoolListCSV"><span>online listing from NH Department of Education (NHDOE)</span></a><span> accessed in November 2015. This listing does not contain records for post-secondary educational programs, however NRPC added large post-secondary institutions to the datalayer according to local knowledge, identifying the main administrative building for mapping.</span></p><p><span>In December 2015 accessed the </span><a target="_blank" href="https://new-hampshire.my.site.com/nhccis/NH_ChildCareSearch"><span>NH Department of Health and Human Services (NHDHHS) Childcare Search database</span></a><span> and mapped currently licensed home and institutional programs in the region according to this list. There were numerous school locations that also offer child-care (e.g. after-school programs); NRPC coded these locations as schools.</span></p><p><span>In December 2015 NRPC consulted the NHDHHS Facilities Search database and mapped the following licensed facility types in the region: hospitals, birthing centers, and ambulatory surgery centers; residential medical facilities including nursing homes, supported residential care, residential treatment and rehab, assisted living, community residences (4+ beds), psych residential, and hospice houses; and lastly day medical service facilities including renal dialysis, physical and occupational therapy, adult day care, and educational health centers. Administrative offices, as well as locations such as labs, physician offices, and non-emergent care with presumably smaller ambulatory patient populations were excluded from mapping. NHDHHS currently makes these data available in an </span><a target="_blank" href="https://www.dhhs.nh.gov/sites/g/files/ehbemt476/files/documents2/licensedfacilities.pdf"><span>online pdf document.</span></a></p><p><span>Between June 2018 and March 2019 NRPC tagged approximately 68 buildings as gas stations based on local knowledge.</span></p><p><span>To better support hazard mitigation planning, in 2023-2024 NRPC used a offline copy of Nearmap vertical imagery to improve the currency and completeness of building footprints in the region. The so-called "identified sites" and licensed childcare and medical facilities were also brought up to date according to their authoritative online sources as described above.
