The Federal Functional System designation (FSystem) defines the level of service of a road to the state roadway system. FSystem allows state and local government agencies to classify roadways based on function, destination, design, context, topology, and quantitative mileage and essentially represents the overall importance of a roadway. It is especially important for determining federal funding distribution as only urban roads classified as minor collectors or above (FSystem 1-6) and rural roads classified as major collectors or above (FSystem 1-5) are eligible for federal aid. These roads are collectively known as the Federal Aid Network. The ADOT Functional System layer categorizes roads into seven (7) different classifications, including interstates (FS 1), freeways (FS 2), other principal arterials (FS 3), minor arterials (FS 4), major collectors (FS 5), minor collectors (FS 6), and local roads (FS 7). Whether the route is located in an urban or rural area is determined by the Urban Code event layer, also located within this HPMS feature service. Every public road in the state must be classified under one of these classes.  To learn more about FSystems, refer to the <a target='_blank' href='https://arcg.is/1L4rDD0' rel='nofollow ugc noopener noreferrer'>ADOT Federal Functional Classification website</a>.Reported Extent: All federal-aid eligible roads, including ramps and frontage roads, and optional for all other roads. Federal aid-eligible roads include urban roads classified as minor collectors or above (functional system 1-6) and rural roads classified as major collectors or above (function system 1-5). Within this layer, roads that have a zero, null, or missing FSystem value can be considered a local route (FS 7).
