The purpose of the State Pollutant Discharge Elimination System (SPDES) Program is to protect human health and the environment. The SPDES permit program in the New York State Department of Environmental Conservation's Division of Water regulates municipal, industrial, private, commercial and institutional wastewater treatment facilities that discharge to the groundwaters as well as surface waters of New York State.
